Better yet, why did the city draft and enact an ordinance it apparently had no intent of enforcing? The threat of litigation loomed over this issue from the moment the city took notice. Why then did the city create an ordinance they apparently cannot or choose not to enforce? Didn't some well paid counsel review things?
