Three of her recent audits--of the Sea Festival, Queen Mary and Museum of Art--reveal a culture of insiderism and an appalling lack of oversight throughout Long Beach institutions. Acknowledging this pervasive and costly situation has got to be the first step toward cleaning up our local government.
