  After a full, sleepless night wrangling with this issue of fraud, I must concede that Laura Doud is correct....Fraud is WRONG, WRONG, WRONG.

  Jese: Haven't you read the PT today? Norm Ryan was arrested for pilfering money from public coffers. Its true, sometimes good people do bad things.

  It seems the most important--perhaps even courageous--aspect of Doud's comment is the part where she acknowledges that fraud is a problem in Long Beach. Three of her recent audits--of the Sea Festival, Queen Mary and Museum of Art--reveal a culture of insiderism and an appalling lack of oversight throughout Long Beach institutions. Acknowledging this pervasive and costly situation has got to be the first step toward cleaning up our local government. Sounds like Doud is taking this step--or at least considering it.

  She just rubs the outside edge of this whole LB problem....She does not have the *alls to dig into it.....That's because she knews exactly how bad it is and how corupt the city really is, and the PD is in serious trouble....
