    WOW……. I wonder if Wes has figured it out yet. I’ve always told my fellow coworkers that Michelle was setting herself up to get Wes position.

    I couldn’ posted my comment under the article that talked about the comments made by the City Manager, so I had to post them here.

    Ron Arias and Michael Johnson have been sweeping stuff under the carpet for so long it not even funny. They won’t admit it but they’ve gotten lots of complaints about Michelle, and Tonya for that matter, but they have chosen to do nothing. Well this time instead of getting rid of the obvious problem they got rid of Wes. Hmmmmm……. are Ron and Michael also lacking the balls to stand up to Michelle.
    Animal Control has had some really GOOD Officers, but they were run off by Michelle’s threats, and constant badgering. I wonder how well she we do now that Roger’s coming back. Roger and Mark Carey never took any crap from Michelle. They kept her in her place. She’s always wanted to be in charge and once Roger left she had a clear shot at the management prize. She led Wes around by the balls and he never even so the end coming.
    While he was crying in his beer on Monday night with Michelle, she was laughing behind his back, because she got what she wanted which was Wes gone. Ahhhhhh…. but she didn’t count on them bring Roger back.

    As long as Michelle S. Quigley is in any kind of Authoritative position at Animal Control things won’t be right. Oh she’s smiling for the camera and acting all concerned for Wes, the animals and the employees but Michelle is an uncaring, bitchey, meanspirted spitful, backstabbing person.

    She will once again make Animal Control and the City of Long Beach look stupid.
    I will never forget the bird incident.

    MIchelle’s a good talker, she convinced Wes, Mr. Shannon, Mr Arias, Mr Johnson, and even police officers and the rest of the city bigwigs, that Mr Southwick owned a bird sold by the SPCA.
    All the people above and others put their words on the line about how positive they were that this man was the birds owner. All because Michelle said so.

    Guess what!!!!!!!!!? They all ended up with bird poop on their faces. The subject quickly became taboo and the employees were threatened with disciplinary action if they every mentioned that incident again.

    Wes told an employee if she didn’t like the way they handled the Bird issue she could quit. Michelle even changed the adoption policy for employees given her control over who could and could not adopt an animal.
    Michelle is no more than a school yard Bully. I certainly hope that Mr West can presuade Mr. Arias and Mr. Johnson out of the ideal that Michelle Quigley should have any kind of Authority, Wes is gone, send Michelle packing too.

    Bring in someone who can manage and run that organization like it should be run. Michelle has hired lots of her friends and they have all quit because they can’t work with her.

    Well, she does have one friend left there. She works as a clerk making an officer’s salary(check out for yourself) and was promised by Michelle that she would never have to work weekends and she doesn’t. Wow….if I were her friend that would be enough to keep me there too. Everybody needs one alia.

    Wes should have stood up more indefense of the employee. When you have a good supportive Management Team you have happy employees. When you have Michelle Quigley, you have unhappy, disgruntled, looking for a new job employees. Since Wes and Michelle have been in charge of running the daily operations of animal control, the employee turnover rate is higher than it’s every been in the history of Animal Control, check it out.
    Michelle Quigley is the problem. Getting Rid of Wes was not the solution.

    Lt. Quigley MUST GO!! I laid awake last night because, the problem was the whole management team. She asked me one time to write a letter to upper management against Wes and Tonya, she wanted them both out! Quigley is just a power hungry, egotistical, control freak, whose only interest is how she can make things better for HER! Roger is a great guy, and his coming to the shelter is a GOOD thing. I only hope his retirement lunches with Wes, Quigley and some of the retiree's hasn't colored his perception of some of us at the shelter. I know they must have sat around talking about personnel and some of the "problem children" as we are called. The only problem now is Quigley, the office clerk and an "acting" pretend officer is still on the property! I bet they are on they are on their very BEST behavior now, they are so close to "the prize"

    Former employee-You are right on the money-Michelle Quigley must go! I've seen her in action, and it makes me sick to think that if the RVT hadn't have stepped up we would have lost even more of our animals to this type treatment. I especially like how she runs out to the high profile calls or if media is present, and only then she will go out and help the field Officers.. just lovely isin't it.

    Mr. Carey was visiting Animal Control about a week or so ago, he was sitting in at Sgt. Linn's desk talking to Tonya.
    When Mr. Carey left, Lt Quigley put out a memo stating that no former employees can come into the back office area, and to add insult to injury Wes signed the memo. When ever something happens and Lt Quigley doesn't like it she put a memo to stop it from happening again.
    If Michelle could have banned Roger from coming to animal control she would have. She didn't want anybody getting in the way of her plan.
    We'll call her plan "The Take Down Of Wes". And I must say KUDOS to you Lt Quigley you worked that out beautiful.
    For those of you who are reading these posting and you think we are disgruntled employees you are wrong.
    It took the mishandling of a dog in the worst way, and a Vet tech's letter in detail of the incident being placed the newspaper to get a reaction for Johnson and Arias.
    We've tried to go through all the proper channels with our complaints and concerns regarding the issues at Animal Control. The Union has gotten so many complaints but they haven't been able to get any results either. Wes and Michelle constantly refused to meet with them. I do recall an incident when Janet the VP of the union came to see Wes after hours. Now you know somethings not right when your Union officials are sneaking in after dark to a jobsite to meet with management so the employees won't know about it.
    ANIMAL C ONTROL was a wonderful place to work before the Moore-Quigley era. If Wes had stayed true to what had kept him at animal control for nearly 30 years, applied and stuck to the lessons and even the teaching he recieved from his successor he would still be there.
    I hate to say it but Wes gave in to Michelle's bulling, becaming disloyal to his longtime friends and put his morals on the back burner because of Lt. Quigley. Up until a couple of years ago I didn't think you could find a better officer than Wes, but becoming manage under the direction of Quigley made Wes weak and now its made Wes unemployed.
    For those of you employee's that are running around with your lips planted on Michelle's ass you had better watch out. Take note on the demise of Wes and realize that it won't take that much effort for her to throw you under the bus.

    To The Officers, Kennel Staff, and the WONDERFUL CLERKS at Animal Control I wish you all the best in these trying times and don't forget watch back. If they leave Lt Quigley in control nobody is safe from her wrath.
    Oh yeah......I wonder how many memo has she put out with new instructions for the staff. aND DON'T FORGET...IF YOU COMPLAIN YOU'RE GOING TO BE IN TROUBLE.
    I bet her Truck is parked in Wes' old space right now. Again I say Lt you worked the hell out of your plan and you worked your boy right out of the front door. Opps I mean the back door.
    One last thing when you get rid of Lt. Quigley and hopefully that will be soon, can you get rid of Jo from the SPCA, now that's another control freak with issues. If Madeline's not careful Jo's going to ruin the reputation of the SPCA and I have no doubt Lt. Quigley's probably given her (Jo) some suggestions already.

    Okay how many people really believe Wesley Moore resigned on his own. When the animal control staff saw Wes on monday morning, did he look like a man who was about to resign. Hell NO.

    Mr Arias and Mr. Johnson gave him an offer he couldn't refuse. " Wes you can resign or we're going to fire you, the choice is up to you, but however you do it you will be leaving Animal Control for good. Today.
    Tis...Tis....Roger gave Wes a great opportunity, its unfortunate he didn't do what it took to keep it.

    Hey, in a real situation...um, so I found this adorable 1-2 yr old Rot/Chow mix running down 5th Street last night. Do I take her to the shelter? I'm concerned because she appears to be healthy other than a tender back leg and I don't know if she'll get treatment there.

    If you find yourself leaning towards the shelter for any reason, try contacting Michelle Quigley directly for an answer as to whether she believes the animal will be treated. Michelle is honest and direct.

    I will be glad to elaborate on the 'management issues'!! I left because of them! Things have only gotten worse since I left close to the end of 2007. An article needs to be printed 'Animal Control Officer Wrongdoings!" It needs to highlight the wrongdoings TO the Animal Control Officers that management creates big stinks over nothing to cover up the main problems at the place; NOT the wrongdoings BY the Animal Control Officers !

    Two officers left while I was working there (only 2.5 years). Three more have left since I did, and almost all of the officers working there have been actively looking for new jobs. One of the Lieutenants (there were only two) recently quit also due to the inability to function properly in a hostile work environment. Does it not say something when a Lieutenant who has worked so long and hard to reach her honored position and served well for years in that position rather be unemployed than work at Long Beach Animal Control any longer??!!

    Such high turnovers lead to lack of trained officers to service calls. This causes poor service to the communities Animal Control is there to protect and serve! It also causes excess money to continuously train new officers! Worst of all for the officers, it causes mandatory overtime and lots of eight hour (or less) turnarounds, and working odd houred, constantly changing shifts. This leads to an overworked, overstressed (on top of the stress of the problems caused by poor management), overtired officer trying to do a work load of at least three officers. It is dangerous enough dealing with dangerous animals and people who do not want you to investigate them, but now the officer is overly tired due to poor working conditions! Also, that officer is driving around a large truck in an exhaustive state! These are not only dangerous conditions for the officer, but for the public!

    If the officers are having trouble doing their jobs they are not able to help the animals as well as they desire!! Animal Control Officers do the hard job of dealing with the dangerous dogs, the surly people, the gross and/or depressing cases of cruelty, etc. because they care about the animals! Why would an officer do cruelty on the animals he/she joined the organization to help??!!

    None of my old coworkers is able to talk about the 'alleged cruelty' incident so I do not know any details. It is most likely an SPCA person or an over-excitable person of the public started the accusations. They do not know the first thing about how hard it is to control a dog that wants to bite your head off! An officer has to keep himself/herself and the public safe first; and is always concerned about treating the animal right that is their job! Most of the really aggressive dogs self mutilate by thrashing and biting things which can be counteracted by only a few things once the dog is on a control stick. The key is to settle the dog down and/or get the dog off the control stick as soon as possible. When transporting dogs to euthanasia from the kennels it requires a little bit of a walk where a dog that self mutilates can cause a lot of damage to themselves before it can be released from the control stick in a safe place.

    I was depressed and run down tired while I was working at Animal Control!!! I felt degraded and used by the management and it showed to my friends, and to the public which I was supposed to respectfully serve on a daily basis. Help me and the other Animal Control Officers shine some light on the problems in Long Beach Animal Control. We have been working with the Union since shortly after I started telling them our complaints a couple years ago but are getting nowhere with them. The officer under investigation had to get a lawyer, which he can't afford because he has no income right now (being on leave without pay), and he has kids and a wife to take care of. Many of us are working hard in many different ways to try to end this mania.

    Mr. Orange - unless you want that adorable dog dead -- DO NOT UNDER ANY CIRCUMSTANCES contact Michelle Quigley. You might try Seal Beach, they are a very low kill shelter. LBAC is one of the highest kill rates in SoCal without good cause, they just seem to like killing. Ask Dr. Saleh of Mercy.

    Pnina we love(?) seeing your posts and you still can't spell moron (moran gives you away every time), why don't you actually just sign your name -- or are you ashamed now that you know who Quigley is? Why didn't you listen to Alex?

    By the way Cristyl Meyers and Robert Shannon, how's your conscience now? Too bad Councilman DeLong didn't stick with us longer but I think he got tired of the runaround. And to the good Mayor -- I spoke to you time and again at your council meetings and you treated us like we were a nuisance. Those of us with Noah's Ark Animal Justice Committee BEGGED for you to step in and help, to recognize the cruelty in your midst. We are grateful to the people that finally have had the courage to go public. Now get ready for the lawsuits. Maybe next time you'll listen when the people speak! In the meantime, so many animals died needlessly while you sat in your ivory tower.

    People of Long Beach, you need to realize that just because Quigley wears a uniform doesn't make her credible. It's time for reign of terror that Quigley has perpetrated on good animal control officers to end. It's time for the city to file charges against Michelle Quigely for animal cruelty. It's time for the no-kill shelter the citizens of Long Beach voted for to be brought to reality. It's time to reinstate the breeding ban the city council rolled back for Eukanuba Dog Show dollars so that there are not so many "unwanted pets" in Long Beach. Long Beach City Government -- it's time to walk your talk and honor what the people you represent voted for -- not what puts extra payoffs in your pocket!

    Be forewarned whoever investigates this case, Quigley is most assuredly already at work shredding documents, falsifying paperwork, and creating new paperwork that covers her backside. I hope some of the employees that are finally coming forward are keeping the copying machines running full steam ahead. The future safety of animals in Long Beach and surround communities depends on you!

    I don't think that city officials are dumb enough to put Quigley in charge permanently--at least I hope they aren't!!!!

    If they make that mistake, well we'll be going thru the same mess in another few months. Somehow the truth always manages to come out, no matter how big the cover up.

    Public hearings need to be held about everything--I mean everything--that has happened to the animals at Long Beach Animal Control. Don't let the pleasant buildings fool you. When the public isn't looking, it's a little shop of horrors inside. Cover-ups only delay the inevitable, so let's get to the truth now.

    Let's get to the bottom of all the wrongdoing there and fix that place...for the animals.

    I've heard the horrible facts over a period of time, it makes me sick how the animals have been treated and/or ultimately killed by some at LBAC AND it's time for a change.
    I'm a supporter FOR the animals and the truth.
    I've been a supporter of Alex and Gloria's for a long time,

    They were not the problem. Wes got blindsided by Michelle and ultimately lost all sense of control, that why he's gone and she's sitting at his desk with her feet kicked up and puffing on a fat ass cigar.
    As for Steph she was snooping trying to see what you(where's the loot sc) left behind when she saw you looking for the money.

    Poor, tender, sensitive Lt. Quigley was weeping at the Noah's Ark hearing over the condition of a cat seized at Noah's Ark. (The cat was in fact emaciated--however, Lt. Quigley didn't seem to care that the cat was dumped on a volunteer at a Petco store one day before the raid.) The cat was emaciated upon arriving at Noah's Ark. The volunteers had scheduled a vet examination for the cat the very day of the raid. This didn't matter to Lt. Q--she was determined to make Alex and Gloria look as bad as she could.

    Anyone see Lt. Quigley crying over the cat that was neglected to death at Long Beach Animal Control?

    Quiggles cries on cue for the press telegram, and anywhere she can get that ugly mug of her's posted.However I have witnesses who can testify to the fact when she ordered my 2 dogs killed for a single dog fight,Quiggles((Quigley) giggled, laughted and made crude jokes as she ordered the summery execution of Bane and Otto.This is a very mentally sick sociopathic Liar who has.no business sitting at Wesley Moores desk playing Queen for a day.Bane and Otto are not the only victims of Quiggles Giggles, Many people have been so intimidated by Quigley's ruthless , illegal tactics that they have given up and left town rather than fight to save their innocent pet from Quigley's ax.
    One time Quigley drove out of her jurisdiction to another county without my knowledge or permission to interview a friend of mine, Quigley kept insisting that Bane and Otto were vicious. My Friend kept insisting that Bane and Otto had spent many happy days at the house and the dogs were not vicious, however Quigley kept ranting, VICIOUS,VICIOUS,VICIOUS.This was clearly illegal for Quigley to go to another county, on company time, she should have been fired then and there, but hey laws and rules on the job only apply to others for Quigley being dishonest is all in a days work.
    I am happy that this is finally coming out , for Bane, Otto and all the other cats and dogs who have died needlessly by a city who doesn't care about animals.

    Ha..this is all so funny to me...Long Beach has made a point to run out any rescues that compete with them...yet that $3 million dollar shelter, with its' expensive upkeep, adopts out less dogs per year than my own personal rescue. Yes, a rescue that is run by 2 people, out of their house, with the help of foster homes, places more dogs per year than that expensive, useless animal shelter (including the ASPCA side). But Long Beach Animal control makes it a priority of theirs to go after the rescues, trying to shut them down and charge them with citations for incidents that happen far too often in their own shelter. Imagine if my rescue let dogs sit in their urine and feces, didn't treat them for medical issues, euthanized the wrong dogs, beat the dogs into submission...the list goes on. We would be shut down asap. But the supreme beings at LBAC don't have to follow the same rules.
    Years ago I volunteered at the old shelter on willow st. Wes was there, and I remember him as a caring man easily persuaded by those around him. The shelter was always horribly run, and I was never a bleeding heart, but I quit because I couldn't stand to watch the inadequacies of what could be an efficiently run operation. Watching dogs and cats die because of the it was too much for me.
    Put me in charge of the animal shelter...I would even do it for free.....anything to make that place what it could, and should, be...and don't tell me I don't know what goes into it and how hard it is.....I know it very well, and it can be done. Get those people out of there!!!!!

    Oh please, "my opinion on this whole mess," explain what you mean by the "psychos, fanatics joining in on the bandwagon." Not everyone in rescue is a psycho, and the only thing we are fanatic about is the humane treatment of animals.

    Class action lawsuit? I don't know anything about it, but I do know sometimes that is the only way to make changes.......

    Is no one monitoring this blogspot? All I'm reading are filthy-minded rants. I've been to the shelter too. There aren't any dogs rolling in feces. What's with all the sexual references?

    Someone has an axe to grind, that's pretty obvious. Too bad that the dogs and cats in the shelter are going to go without homes because these people have turned potential families away.

    If anything, Octomorph, I would think this would encourage people to get down to LBAC and adopt animals out as fast as possible. I hardly think potenial adopters will be turned off by this -- the taxpayers and people who are proud of Long Beach...yes. The people thinking about adopting a pet...no way.

    As for the sexual commentary on these boards, I think it sounds like upper management created an atmosphere of sexual harrassment for some of the hetero employees. I can't say first hand but that's what some of the posts seem to imply. Further, it also appears that many of the employee complaints have gone unaddress or that Quigley has been retaliatory against anyone who did try to speak up. I hope these employees pursue action with the Labor Relations Board. It seems to me that many current and former employees are relieved to have this forum to finally vent their frustrations. They may go overboard, but it sounds like the frustration level was pretty darn high.

    Also, I beg to differ with you on the dogs rolling in feces at LBAC. On my multiple visits to visit the animals seized from Noah's Ark, I saw dogs covered in shit (an attorney working with Quigley tried to tell me it was dog food....lol...uh yeah I guess in a way...just highly processed), I saw cages smeared with crap, and I saw dogs in conditions that were reprehensible. Meanwhile, I watched some workers stand outside a cage and taunt a dog on one trip -- delightful young men! Also one new family of a Noah's Ark dog that was adopted out contacted me to commiserate that her new dog's feet had such bad chemical burns he could barely walk on them; her vet was mortified because the burns were at least 2 weeks old and still horrible. That was after being held by the city for 3 months so it can't be misconstrued as having happened at Noah's Ark.

    That said, there were two or three nice young people there who truly did seem to care for the animals. I'm sure they don't work there anymore judging by the sounds of things.

    So all of this points to the fact that a public, open, independent investigation not only of LBAC as a beaucratic organization, but also of Michelle Quigley and various other officers personally needs to be conducted. I think a psychiatric evaluation of Quigley will show that she is not well and needs to be kept away from innocent animals.

    Octomorph, don't hide your head in the sand -- if you see past the name-calling what you'll be able to see is that people are highly frustrated in this department and it's time for some MAJOR changes. Slightly disgruntled employees are not nearly this vehement.

    One or some of NAAR supporters spew the sexual crap all over the place. Have you watched craigslist, neds, 911, etc. for the past couple of years. Those weren't LBAC employees making those posts. They were supporters of the 2 women. Of course, no one will admit to it -- that would mean they'd have to be honest, wouldn't it?

    I've been to the shelter a number of times. I've never seen such conditions. I'm heterosexual as well--I've worked with people there and was never treated other than a human being.
    HEre's what I'm seeing--two animals were horribly mistreated (over hundreds who have been treated well cared for). This was horrible. But the worker was suspended and, I hope, fired. HOwever, this has given a handful of people what they see as an opportunity to trash Lt. Quigley and Wesley Moore--a kind, caring human being. My head isn't in the sand, or cat litter, as the case may be--I've been backstage as well. There are wonderful people working there. There are a couple of sourpusses as well. Just like the school I used to teach in, and the three before that one.
    I can't change your opinions or feelings; I can only go on by what I've observed, myself. Frankly, the whole thing needs to come out of the blogspots and into the public. For the animals' sake, and for the sake of everyone who's been unjustly accused or treated, I sincerely hope that it does. I'm sure anyone who's posted does as well.

    I appreciate your post. But you only see the side you are allowed to see. Believe me I have read all of these posts on this site and multiple other sites as well. Some stuff is a little off, but for the most part it is right on. If you will notice it is mostly the same type of complaints but different people. It has gone on too long and needs to come to and end. And believe me when I tell you this is an unfortunate incident reported and has been blown way out of proportion. But for now why the forum has opened for us our voices will be heard. We will be ignored no longer. There are some great people that work for LBAC, but it only takes a few to spoil the bunch, right? We'll now is the time for those few to go. One down and one to go! Please help us!!!!!!

    FOLBA members, once given the boot from the Long Beach shelter, mended fences some years ago, hence LBAC now enjoys unwavering support from FOLBA. The animosity of FOLBA President Shirley Vaughn toward Alex Kyrklund of Noah's Ark most likely stems from Kyrklund's email to Vaughn telling Shirley she is "full of crap", written after FOLBA's self-congratulatory web post about a dog FOLBA "saved" from Noah's Ark. True,many of the Noah's Ark animals were in poor health. Noah's Ark took in animals that no one else would take--because it would cost too much to save them. In various comments throughout this narrative, you will find numerous references to LBAC's lack of money, personnel and time to do a proper job of caring for animals. Yet when Alex and Gloria stepped up to do the job the city shelter was unwilling to do--save the sick, homely, elderly, and unfriendly ones--they were persecuted to a degree unprecedented in the history of Long Beach. The witch hunt was fueled by the sycophant of Long Beach Government--the Press Telegram. FOLBA couldn't resist the feeding frenzy--and a chance to get back at Alex for her undiplomatic email.

    The Press Telegram went so far as to publish a lengthy article about Alex the Hoarder, based partly on input from those renowned psychiatric experts--The Barbi Twins. I shit you not!

    The bottom line is when LBAC brutally murders animals, they excuse themselves with flimsy excuses about "unfortunate incidents". When a rescuer saves animals, LBAC goes after the group with a vengeance. Only twice in the history of Long Beach have felony cruelty charges been filed against alleged animal abusers, both times were against rescuers. Prove me wrong. Not with name calling, but with facts.

    City Manger West cannot be more disingenuous when he is quoted in the Grunion Gazette that “he had no explanation way the shelter is short six staff members………….the positions have been funded.” Anyone who works for the City knows that the City Manager and the Director of Financial Management has put up a “unofficial” blockade which prevents needed positions from being filled. Our boss should not have been thrown under the bus because of top management’s continued failure to lead the City organization in the best interest of the tax payers’

The level of service right now is so low we are going to need life support soon. Prepare for the complaints to come flying in on a daily basis.     A corrupt legal system decided their fate. The foundation of the defense was that Alex was about to expose the illegal killings at LBAC, but the judge would not allow the written documentation of these illegal killings into evidence. Why? Afraid of the truth? Why would the judge not grant a Change of Venue? Now the truth is coming out any way. Somehow it always does.

    This place is a joke. I submitted a resume for an open position that the SPCA flat out doesn't get that mail and they have no employee left in Human resources to help you. How can they help fix this place if this is what's going on and people want to work to make this a better place. I went down there and adopted a sick cat and willingly paid $5oo of my money to help him. The staff acted as if he was fine for the 2 months he was there and when I brought him home, he was on his deathbed. The staff there all needs an attitue adjustment and STOP assuming that people are bad that want to adopt these animals. You made my experience so awful, I paid for him to just get the F*** out of your care. And he's the best damn cat I ever owned. Oh and very healthy NOW!!!

    Everyone is jumping on the band wagon and naming all these people's names. It started as one issue and now has jumped to many. I think you have some people in here throwing peoples names out that they don't like trying to start something and see what happens. I would love to see any one brave enough to put there name down so that when they are all at work they know who said what and also help get to the bottom of the bullshit problems and with all the news going on I bet they won't just kick someone out for saying something.

    Big Dog and ???- Whats your names? I am not a disgruntled employee, im hopeful that things turn around at the LBAC. In order for that to happen you need to get the people out of there that are responsible for running management down- those at animal control know who these people are! This outside investigation team, needs to talk to all employees, present AND past. We lost 5 fulltime employees in 6 months, and no one knows why? Please, we all know it's not budget cuts..you can ask anyone from clerks to field to kennel, why we lost them! It doesn't take a outside investigation to figure it out! If you ask management that question..look them in the eyes when they answer, they have lied to my face many times, on many issues. So it was nice to see Quigley wearing her uniform for her photo in LBPOST article...hmm is Roger making her stay out of the jeans and kaki's now? Quigley, you MUST GO! You aren't fooling anyone at the LBAC...we've see you in action.

    Anyone going to prove Murder She Wrote wrong? Yeah, didn't think so.

    Quigley and crew, leave yourselves some shred of dignity -- just step down now for the good of the agency. You've been in charge and clearly not steering the ship in the right direction -- stop yourselves before it becomes the Titanic.

    As for the people posting on craigslist -- hey it's a free country. NAAJC advised everyone to fight the non-violent fight. If people who knew and saw the good work Alex did want to post about what they know about Quigley, more power to them...it's their constitutional right (for a little while longer at least.) Maybe it will prompt Michelle to really look in the mirror, review those stats that LBReport is requesting, and realize that killing animals was never the solution -- working WITH rescues was.

    You all have to realize too the total deviousness of Quigley, not only did she work to ruin two people's lives, she also used this to divide and conquer in the rescue community. She took everyone's focus off what really matters and tried to start a shitstorm of immeasurable proportions. But just like the ocean's tides, the rescue community is realizing they were duped by Quigley and support is returning to Alex. It also goes to show that both women were doing good and keeping Quigley from killing too many animals.

    Fun trivia: The dog that Quigley parade around for the cameras during the raid of Noah's Ark that was weak and emaciated had been picked up from Quigley's state of the art care just a day or two before. Bet you hadn't read that in the Press Telegram!

    BTW -- you'll notice I happily post under my own name. Come on Michelle and SP, why don't you have the same integrity?! People that work for you -- I can understand not using their own names -- you're ruthless and will make their lives miserable! But you love the media spotlight, why are you avoiding it now? Elliott had the courage, Cuhlno had the courage...why not you?

    The "truth" is that Michelle Quigley was authorizing, even demanding, the killing of animals in violation of The Hayden Act and California Agriculture code. She was required to scan for microchips and notify owners that they had found their pets. She did not do this, but instead had animals euthanized by their contract vet and then told the owners that their pets were DOA. She also routinely ordered the killing of animals that were injured but could have been given basic care, reunited with their owners, and recovered. Again, pet owners were told their pets were DOA. (And it's too late Quigley, you can run down and demand the log you didn't know about until the trial, but copies are already in secure, safe places. We knew the day would come when we could bring this truth to light.)

    Michelle is so skilled that she was able to diagnose a boxer's hurt foot as being cancerous without any lab testing and ordered the INJURED dog killed within 20 minutes of bringing it into the vet's office. Even a vet can't do make that diagnosis! Michelle has some sort of super power....or super ego. At any rate, the dog paid the ultimate price for Quigley's veterinary expertise.

    Those are just three little items. There's more that's being withheld because it's part of a lawsuit. In the words of Kenny Rogers - "you gotta know when to hold 'em"

    At the trial, Quigley presented falsified documents twice -- medical records were presented that were not original and had been doctored, and microchip registrations were presented that registered animals to ALEX. Alex never registered animals to her own name unless they were her own pets. In fact, most animals didn't have time to be registered to Noah's Ark because they were adopted out so quickly. The signature shown on the documentation was not Alex's and the registration was made weeks after the raid.

    The judge overruled Todd Krauss' objections over and over. The judge would not allow witnesses to provide testimony over and over. The jury must have been very confused by people being sworn in, giving their names, being asked a question, the judge stopping testimony, yet another sidebar, and then having the witness leave.

    Here's a good "for instance": The landlord of the site where Noah's Ark was located was visited and told that if he wanted any permits for future tenants to go through, he better not testify on behalf of Noah's Ark. He has always maintained his support for Noah's Ark (thank you, by the way) and wasn't about to turn on Alex and Gloria. He was ready to testify to this when Judge Rodriguez stopped him. I still wonder why.

    I do hope a reporter will contact Todd Krauss, he's got a lot of evidence to help round out the story of Noah's Ark and further to really show what LBAC was up to. The rank and file folks at LBAC were doing the best they could, it was the leadership there and in the managing agencies ... all the way to the Mayor and City Council that allowed LBAC to become such a horrible place...nice window dressing for the public to see....bad place to be an animal.

    When will the city provide the budget and euthanasia numbers? Put in a request and see what YOU can get...ours has been on file for 2 years now. I'm sure they'll say they never had one from us -- too bad we can't go to the landfill and reassemble all the shreds. I guess this explains why Wesley Moore never bothered to return the 5 phone calls I left for him. I guess this explains why Sean in the Mayor's office acted like I was speaking a foreign language every time I asked for his help.

    You know it's funny, when Quigley showed up at Gloria Ramos' home screaming and pounding on her front door and blocking the driveway to the apartments in the rear with her personal car so the neighbor in the Paratransit van couldn't get his wheelchair to safety -- Gloria called me in fear for her children and pets. I called Sean immediately. His response was that Gloria should call the police. Hmmmm -- yeah, that's the answer. It's not like Quigley and Daugherty hadn't already gotten in bed (in the figurative sense) already with regard to Noah's Ark -- it was Daugherty that tasered Gloria's son on the day of the raid. Yeah, calling the police would have really been the right answer. How about you get your lead Animal Control officer on the phone and tell her she's out of line and to get the hell away from the property? Michelle was pissed off because she had tried to get Gloria to turn on Alex in return for being left out of the allegations...and Gloria told her where to go. What a great city!

    So take a note from our lessons learned -- when you need help as a member of the general public, your public officials hold you in disdain -- you are after all the general public. Only one person on the city council stepped up to even try to help - how's that for a responsive government body?! Quigley, Moore and Shannon/Meyers even told the Mayor he could stuff it by refusing to provide the reports he asked for with regard to the Noah's Ark animals, but then the Mayor was like, "Oh well, so what." Well so what was a couple hundred barrels full of dead animals and even more sold off to testing labs. So much could have been avoided if the Mayor and City Council had stepped down off their high horses and listened to the people. So sad they allowed this to happen.

    Incidents are like fleas or drunk drivers -- this is just the one time you saw it, there were a hundred more times before you caught this one.

    Hey its friday have a drink or two. First I was typing to fast and changed the header so I am big dog and ????. I do not work at animal control as you all think chill out dam. You need to look at yourselves first you are all going crazy and I have read all the posts and sounds like things are changing but maybe not to your liking but if your are not the superviser then you job is not to say who goes where you are to do your job to the best of your ability and no job is perfect becouse if there is one post it I want a job. I was wondering what you do there becouse you are so mad at everything and if you are not a superviser then you really need to do your job better and become the superviser and get something done but all the bashing on all the web sites is crazy becouse your have a opinion and that is your right but you work for them also and things don't change overnight. Ask anyone who has a job there is always the ones you don't like and you wait for them to mess up but that gets you no where. Work your ass off and get there job or above them and make that change and I am sure the people at the top one time said they could not make it to the top. Put your mind to it and make it happen. As for what I said I am trying to figure out everything becouse there is always a story behind everything.     I second that post dogNme! If LBAC employees will talk to the investigators, we the public will push from the other side for accountability.

    I also think employees should also consider filing complaints with the Labor Relations Board. Where is the union in all this? Now that all this is out in the open and under the microscope, retaliation can be documented. You just took away the "big stick" -- RUN WITH IT!

    I started working with the Union shortly after I started there! We were getting nowhere because management would not talk to the Union! We have been trying to go up the chain of command and those have been covered up also! We are doing something though, thank you for stating that but I was already on it!!! I have had multiple interviews with the Press Telegram and the writer of this article. I have gotten them in touch with other employees, and the Union head, to share their information about the management atrocities that have taken place for many years!! You will be seeing direct statements from me and others regarding the issues shortly in both publications.

    This is a much better idea to write the senator, the sniping going on between noahs ark people and F.O.L.B.A is not really going to get Quigley out. Having dealt with the city of LB in the pastI know for a fact Ass-wiper Ron Arias and other city council people are going to white-wash this they think we are a bunch of Kooks who will just fade away..
    I also have several other ideas--do not support the Friends of the Long Beach Shelter as Long as Shirley Vaugn(F.O.L.B.A) is still sleeping with the devil(Quigley). Cancel your memberships until the group is re-organized as a separate entity, and do not donate money to F.O.L.B.A, (35 DOGS/CATS in one yr rescued does'nt count for much ,)when there are so many good rescues that can do a much better job number wise ready to step up and take over rescues at the shelter.
    Quigley's gotta go now before another 70 cats are murdered in a 2 hr period of time! just in-excusable behavior.

    Thank you jan.hjorth, your points are well taken. I would like to see a truce declared among all animal lovers, regardless of their views on Noah's Ark and/or FOLBA. It would be much better for the animals if we could work to the common goal of getting humane and compassionate people at LBAC. The first step would be getting Quigley out of there. It would be even better if the name calling, swearing and references to sexual orientation would stop too. I don't care that Quigley is gay. I care that she has life and death power over helpless animals and she abuses that power to an extreme degree.

    One problem with animal shelters in general is that they do not have an Internal Affairs Department. There are no citizen oversight committees.

    Animal control agencies are free to do whatever they want--until they get caught.

    I have not forgotten the 70 cats either. They didn't stand a chance. Killed the minute they got to LBAC, with "permission" of course. Those 2 pitiful women who kept them made a deal with the devil to avoid prosecution.

If people would be more responsible about their pets, this wouldn't happen. I have no idea who these people are who are placing blame on Shirley Vaughan and saying things that are not only nasty and untruthful, but potentially libelous. Shirley lives and breathes animal welfare. Come on, get some sense.

    I cannot believe that you can dance around like demons with pitchforks and still espouse love of animals--or anyone. Stop it. Anyone having questions about FOLBA, check out who supports them. Educators, writers, and people who love animals. EVery cent goes to spay/neuter. And what's this about 70 cats put to death? I know five people who've adopted one of them--including the mayor and his wife.

    Obviously, there's a problem in the shelter and I want to know what's going on as much as anyone does. I'm on the same page. I want the truth, and an honest investigation, and whoever is at fault exposed. We're getting nowhere making filthy comments and seeing conspiracies. Stop it. See what the investigation brings.

    By the way, FOLBA is not a rescue group. They've assisted with placement. I'd say that 34 dogs/cats in one year is damned good for a group that doesn't focus on rescue, but on spay/neuter and humane education.

    QUIGLEY MUST GO! Contact the city mayor, city district council member, city manager, ect. Let them know you won't stand for this and demand that supervision at LBAC be removed and New Capable Leadership be allowed to bring LBAC back to the top where it once held it's rightful place in the industry. Until this is done LBAC will be nothing but 2nd rate with continual turnover in staff and breakdowns in it's effectiveness to get the job done right the first time.

    I have been a major league volunteer in the Los Angeles city shelter system for over 7 years, fostering, leading orientations for large groups of new volunteers, socializing and rehabilitating animals, working in the volunteer office, and grooming. In this capacity I worked alongside the vet tech, Christine, who reported the incidents at Long Beach shelter, for many years. She was a vet tech for LA city shelters before going to Long Beach . In LA, I volunteered in her hospital often, and we saved many lives together. She would always give me the hardest cases of either the dying or almost dead. I knew these animals had zero chance at life without special care and attention. So did Christine.

    The West LA shelter management and the hospital staff trusted me enough to let me take many animals to my home and foster or rehabilitate them back to health. These were animals that were simply unable to survive in the the shelter. My success and adoption rate was 100%, which is pretty unheard of--all because of working with Christine and the trust that formed between us. I never had one animal in my care die. Not one. She taught me so much about rehabilitating and saving animals while the veterinarians basically ignored me. Working along side her was one of the best experiences of my life. Staff and volunteers were sad to see her leave Los Angeles. The loss was significant.

    After reading some of the ridiculous and accusatory blogs about Christine, I feel compelled to speak out. As a vet tech, she often seemed more qualified than some of the veterinarians the city of LA hired--many of whom are foreigners, with very different cultural backgrounds, experiences, and attitudes towards animals. Their judgment calls are not always the most humane or wise, yet they drastically affect the animal's lives and comfort levels on a daily basis. I have witnessed many questionable things, mainly from the ACTs or veterinarians--some of whom do not give a flip about animals, or life, apparently. In fact, my friend is such a good vet tech, that the entire time she filled in for the missing veterinarian at Long Beach shelter, no one complained of any negligence or "bad medicine" on her part. She held the fort down. Most vet techs would not have been able to do what she did for 6 months, playing the part of a vet under undue stress.

    The neglectful shelter problem is nationwide--the story is huge. When you are dealing with life, there is always abuse. Humans grow up to tell of this abuse, animals don't have that privilege. Christine is haunted by what she witnessed while Long Beach shelter operated without a vet--can you imagine a government hospital running without doctors? And she has seen some awful things over the years. Awful. For Long Beach to operate a public shelter so negligently is lunacy to me. The SPCA knew about it, too, because they are located in the same building. In fact, I think it is their building and the shelter rides on their coat tail. It is my understanding that they watched silently just as the shelter management did.

    For those who make a difference in animals lives, the task is formidable, the work endless. While functioning as a pseudo-veterinarian, Christine complained to me for months that there was no one to "relieve her" at the Long Beach shelter. She could barely take a sick day off, etc. I asked what would happen to the animals if she became seriously ill. It was a huge dilemma for her. Report the neglect and risk the career that she loves and excels at? Jeopardize the jobs of her fellow coworkers whom she also likes? It was hell for her. She was forced to be the vet, without the pay or support of a vet, and there were days that she couldn't dispense all of the medicines the animals needed due to lack of help. It got crazy and it weighed heavily on her conscious.

    Clearly, the entire situation is solely the responsibility of the Long Beach shelter management. Solely. My friend complained to management that she needed help, needed a veterinarian, and needed support for many months. She gave them every chance to correct the situation. Even when she said she would report them if action wasn't taken, nothing was done. They didn't care to cover their tails or the animal's welfare. That is shocking to me. Even the city manager of Long Beach seemed to act slowly once he was informed of the mounting problems at Long Beach shelter. Christine was not looking to get caught up in this nonsense. I have never seen her stir any trouble or get involved in work politics. Instead, she worked extra hours, extra days, did more extra work, and witnessed problems caused by the lack of staffing which affected her and the animals health directly. Not pleasant. Not easy. Not fair.

    Christine witnesses horrible things on an almost daily basis--what society does to animals behind closed doors, before they dump them at the shelter or onto the street is often criminal, with just a slap on the wrist if even that. Like cops, city shelter staff sees the worst that humanity can do to an innocent life. This tells me the incident Christine reported had to be a particularly sad scenario, as she is tough as nails. She once had to sedate a live, wrangling, hysterical deer that was impaled atop a fence it couldn't scale. Likewise, her first day as a city vet tech she was told to euthanize dozens and dozens of animals. On her best day her job is not an easy one.

    Finally, it saddens me to see Christine's name trashed in vengeful blogs for simply doing her best, which is all that anybody could be expected to do under the such stressful and unfair work conditions. I expected to see some of the nonsense that is written in the vengeful blogs about her, but it still bothers me. Her job is her reigning area of pride and expertise, and she is a pro. A pro. She has helped or saved countless animals. I am very proud of her as a person and as a professional--I have never once questioned her work ethic. Not once. I write this as my ONLY correspondence concerning the situation. I feel I speak from an area of knowledge and truth about Christine. She has everything to lose in speaking up, including her license. This woman saves lives. She make a difference. She is an amazing vet tech. Amazing.

    Susan-Thanks for posting here! Chris is a good friend and she loves working with the animals. I worked beside her on many ocassions and learned so much about animal medicine. She was patient and even though you could see her racing thru the kennels, sometimes being paged by more than one person, she would stop and answer a question, or she would walk a bit slower, so she could hear what I needed. Her absence from LBAC is hitting hard and I know the animals need her there. All we can do is make our voices heard..even at the state level, we need to get someone in the LBAC to run it, Maybe John Gonzales can come back, like Roger, temporarily and the city can suspend Quigley while this investigation takes place. Mr. Carey if you are out there, please help us! You know how to run the place, come back and help us! If you can't come back, then give us some ideas!

    Thank you Susan and Rachel for your valuable insights. If any meaningful change is going to occur, the the whole truth--I mean all of it--needs to come out. It took a lot of guts for Christine to do what she did. So many just take the easy way out and ignore problems to avoid controversy. Christine opened the floodgates and now it's up to the rest of us to follow through and make sure the shelter operates in compliance with the law. Private citizens need to contact their elected representatives and demand full disclosure of shelter operations. I will bypass city government and go directly to the State level. Long Beach is trying to soft-peddle this and it won't work this time. The animals and the public deserve more than a flippant "unfortunate incident" response. My hope is that everyone who has direct knowledge of unlawful or cruel activities at LBAC will write a report and send it to Senator Lowenthal's office. If that doesn't work, we need to take it to the federal level.

    It always amazes me that we set standards of conduct for our children based on honesty, integrity and accountability; yet when they grow up to become Long Beach politicians, this all this all flies out the door.

    Thank you animal lover, I'm not a lawyer but I understand that an employer is prohibited from asking an employee to do anything illegal. So Christine's case should also go to the State Attorney General's office for prosecution of Long Beach Animal Control. LBAC appears to have broken the law in several areas and the State needs to prosecute. Meanwhile, Christine can redress her grievances through an employment attorney.

    The reports of cruelty and other illegal acts were first brought to the public’s attention by The District Weekly newspaper after they obtained a copy of a complaint filed by Registered Veterinary Technician, Christine Culhno.
    The news the article and comments can be viewed by going to their website: www.thedistrictweekly.com. Numerous other allegations of wrongdoing have emerged after the initial story was published.

    Because of violations of State laws and because the shelter is operated by the City of Long Beach, I am asking that your office conduct an investigation into these allegations, rather than leaving an inquiry in the hands of Long Beach government.

    In all likelihood, you will receive some unsigned letters from employees of Long Beach Animal Control, animal rescuers and the general public. Please do not let the anonymity detract from the credibility of the complaints. Many people are afraid of retaliation, and therefore believe it is best not to publicize their names.

    I respectfully ask that your office notify your constituents of the actions you are planning to take to address the problems and what , if anything, your office can do to help prosecute the offenders. May I suggest that you post a statement on your website concerning your plans? Public hearings would be another means for the public to learn the truth.     No, the outrage is not dwindling, now is the time that everyone starts sending their e-mails to the city officials, state and anyone else that should be involved. Not much more we can do now but wait. Believe me there is more to this story and I hope the district weekly can get it! The employees past and present got a chance to vent some of their frustrations here and I know how good that must have felt. LBAC was shut down emotionally for many who really do care about the animals and the way they are treated. Going to management and telling them things needed to change, as you all heard here, was meet with disinterest or retaliation. Roger is a smart man and he will be able to weed through it all, but it is going to take time,so I will wait-for now.

    Aren't LBAC employees required to file a report when an incident such as tire slashing occurs at the shelter? This is done for the safety of all employees at the facility. Anyone have a copy of the report or care to comment on whether or not this incident ever occurred?

    For those who may not be aware of this Lt. Michelle Quigley reported that her tires were slashed several months after the Noah's Ark raid. At a hearing, the judge sealed the records. The judge said he did not believe any Noah's Ark supporters were involved--and indeed he is correct. We believe in 100% peaceful and legal means to express our support of Noah's Ark volunteers. Quigley hinted in court that she knew who was behind it, but fell short of naming name(s).

    Anyone have any FACTS on this? Where is the report or was this yet another "breach of protocol"?

    The sample letter to Senator Lowenthal under the 98th posting on this blog site can be copied and given to all friends, relatives, and coworkers, etc. I have asked all of my friends to print out a LOT of copies and then to have everyone they know sign and mail them. You can get lots of people you know and see on a daily basis, Starbuck's whereever, and get them to sign copies. You can leave stacks of the unsigned letters with animal rescue organizations. Large numbers of letters can be sent together.

    I cannot believe an internal investigation is being led by one of the internal culprits, Quigley. Conflict of interest? Absolutely, which tells me she isn't at all professional for allowing herself to be on the investigating side when her own performance is in question.

    This type of political nonsense falls on the shoulders of the city manager who sat on this story. It is absolutely unfair for the employees, tax payers, Christine Cuhlno, and the animals who are stuck in the middle of this hell to have a person like Quigley be part of the investigation team. Send letters to the city manager Pat West, for allowing this to happen. Shame on West.

    I contacted Gloria Allred's office and they responded. Likewise, I sent copies of information concerning what is happening to Governor Shwartzenegger's office. I actually saved a professor's position once by not backing off. It works, but it takes numbers and people who won't take no for an answer. I advice all current and past employees of LB shelter, and everyone they know to start petitions, get on the news, send tons of emails and letters, and DO NOT GIVE UP. This can be done.

    If Quigley can keep her job, and the GM is allowed to resign so that he can go somewhere else and pull the same nonsense, then we just have to be more stubborn than they are conniving. Go for it. Good luck to all. Injustice is a bitch, but animals only understand the suffering part of it.

    I am not familiar with most of the people's emails on this thread. I just want to reiterate what Susan has written here about Christine. She is a pro. She is caring. She is one of the most remarkable people that I have ever worked with in the Animal Control system, and I am saddened to see that anything she has reported or exposed is being questioned. She is one of the most honest people I have ever met. She is stellar in our book throughout our experiences with her, and there have been many.

    It is so disturbing to me that a person like Christine can be dragged through the mud when there are so many ruthless, unconscionable people out there who are never questioned or investigated. There is no question in my mind that she frequently knew more than the vets in the shelters....heck, sometimes I think I know more than the vets do in the shelters and I'm not even a tech. It is a sad day in the rescue and animal control community when someone with integrity and the guts to tell the truth has to be discredited in order to make her statements not believed.

    It's really a sad day for the animals. Why would any valuable, professional individual want to work for a system that pulls this kind of crap? That's why the system is full of worthless help. Isn't that how this started in the first place? Some people will just stand by and let things go on and stay silent. I say bravo to Christine for having the guts to speak up. She'll always have our vote and we'll always have her back. If there were just a few more in the system like Christine, well A LOT MORE like Christine, our animals would not be in such crisis.

    Friends of Long Beach Animals is a great organization! They promote respecting animals, proper pet care and control, and spaying and neutering. There are too many people out there who have pets that do not understand the amount of responsibility it takes. Also, too many people just let their animals get pregnant then do not know what to do with the litter. Too many people do not control their animals. These animals end up causing nuisances to the public as either an animal that is dangerous, is constantly loose, is relieving itself on other people’s property, is constantly barking, etc. They could also be a nuisance or threat to their owners if not treated as a living being with physical and psychological needs. There are also laws in every city regarding animals. In essence, animals are like having children because the owner has to take care of all the animals needs. The biggest difference is that each breed needs something different. People need to research and understand what they are getting into. That is where organizations like LBAC and Friends of Long Beach Animals educate as many people they can on how to keep their animal from ending up in a shelter.

To FOLBA this advice;should be taken note of, Shirley Vaugn you need to take a leave of absence for the time being in regard to saving FOLBA, your connection to Quigley and the ills that are in connection to LBAC are damning your reputation tainting your organisation and causing people to withdraw their memberships and donations. Secondly FOLBA needs to disconnect your relationship with LBAC until there is a change in command at LBAC. You are losing crediblity fast with the public and there are hundreds of pet welfare org. people have the choice in donating to.

    Hey John, I did not resign over this issue. I am still employed and will be back. I agree, Mr. Moore is the scapegoat, so is the officer that was suspended without pay. Moore suspended the ACO for the wrong reasons and the City forced Moore to resign for the wrong reasons. What dont they fire me for breaking protocol? That is the question. Look into the book of protocols and then judge. Do not believe everything you read

    LB Health Tech....was not doing her job. You will face the music if you return. You did say some truth.     Again with the fake name. Obviously you were misinformed. I sedated the dog after it came to the shelter. The owners did not. I sedated it before euthanasia. Read the report. As for mistakes happen, I agree. Staffing and payscales will increase after this "Sam". For your info- the Veterinarian is in charge of the euthanasia room and now they will be because of this. If is it my fault "sam", why didnt I get suspended and put on unpaid leave like "V".???? Get the facts and identify yourself.

    Sgt. Linn reminded me of a dog that I had to sedate because it was too vicious to even get out of his vehicle. I remembered this dog well. I thought it to be one of the most vicious dogs that I have ever seen.

    He told me, “You should probably Telazol it in the cage”. I agreed and then headed over to the Euthanasia Room to prep it for a usually busy euthanasia day.


    I was putting the sedative on the syringe pole and Victor said, “Let me try to get him first”. I told him that he was not going to be able to get the dog and I needed to sedate the dog in the cage. Again, he insisted that he will try it first and if not then we can do it in the cage. He left the room with the rabies pole.


    I looked over toward the back door and saw Victor fighting and pulling with the dog on the rabies pole.

    WHERE in your own report posted on this web site does it say that you sedated the dog at any time. I just went back and read it and it no way shape or form does it say that you sedated the dog and this is posted from you Christine. So if that is you then get your facts STRAIGHT before you go and say something or did you forget what you put down to cover yourself. RVT stand up and take charge of what has happened and stop passing the buck.

    I told Victor to put the dog into the holding cage so I can sedate him.

    The dog was flipping around and fighting so much that my syringe needle bent and I had to replace it before administering the drug. I lost my footing on a pool of blood as I walked across the room. I administered the drug and the dog was put the dog in the holding cage

    You administered after the problem not before like you stated again forgot what you said.

    California Penal code 597f. Permitting Animals to Go Without Care; Veterinary Care for Injured Cats and Dogs

    (b) It shall be the duty of all officers of pounds or humane societies, and animal regulation departments of public agencies to convey, and for police and sherrif departments, to cause to be conveyed all injured cats and dogs found without their owners in a public place directly to a veterinarian known by the officer or agency to be a veterinarian that ordinarily treats dogs and cats for determination of whether the animal shall be immediately and humanely destroyed or shall be hospitalized under proper care and given emergency treatment.

    Cat left in a carrier, signed off as euthanized, left to suffer over night-that sounds like a violation to me-oh but wait, if it's Quigley, it's ok-no investigation or write up for her-she is above the law- the rest of us get written up for blowing our noses, it's all political now, lets see who screams the loudest!

    Hey John Gonzales says that Wes was a scapegoat and it's sad that he was let go over the phone...awww no wonder Quigley is so ruthless, she learned it from Ron Arias, the head of the department! Poor Wes, I didn't shed one tear for him, but I did cry over that poor dog being euthanized. Management could have stopped this from happening. They could have stayed in long enough to make sure this extremely dangerous dog was handled safely. But look in classic LB style, they suspend Vic, while they investigate, (scapegoat #2) Now there is Quigley, who as Lieutenant in charge of "Operations", allowed this to happen,left a cat to suffer overnight, oh the city hires an investigator, but look-she isn't suspended? With or without pay, doesn't matter, she is allowed to still sit at her desk and delete incriminating evidence behind her closed door.
    John did you know that Quigley put the last straw on Wes back that sent him on his way, go ahead ask her-see if she tells you the truth!

    Yeah, the only scapegoat here is Vic. Hopefully he has a good attorney and maybe can turn around and sue the City. He didn't violate any written policy because there isn't one. And there is no "standard" procedure for handling an animal this out of control or whatever it was.

    Oh and can you all please stop refering to these officers as a Sergeant or Lieutenant there are no such positions. These officers are considered ACOII and ACOIII(Senior Animal Control Officer) These titles were self given to boost their ego and appear like they are more important than they really are.

    Hahahahah # 165, you are funny. Michelle, sealed Wes' fate and he is just now realizing how she did. She is still there, and she has no worries. The investigation is a joke and she knows it. I was really hoping for a change. Now, I don't think we are going to get that.

    I don't trust the city of Long Beach and I know many people think they are just going to cover things up and it will be business as usual BUT, there is a person to call to report your problems. The following was taken from the Gazette:

    "City Manager Pat West said John Keisler also has been assigned as acting business manager. As part of the investigations, city officials want to talk to people who’ve had negative experiences with Animal Control or have concerns about the facility. West said these people should call Keisler at 570-3051."

    I don't know if John Keisler will do anything or not, but I do know this: if no one calls, then the city will conclude that there really isn't a problem if people don't even bother to call. So please report your experiences to Keisler. The more people who call, the greater the chance of some meaningful reform.

As for #175, I hope that people do call Mr. Keisler and share their experiences. Most of the current staff are afraid to speak up because they feel that when everthing is over the same group of people that need to go are still there. SPEAK UP PEOPLE!!!!!

    #173 Roger didn’t and wouldn’t take the constant badgering and temper tantrums that Quigley would throw out, for all to see on many occasions, but she had everyone in such a choke hold that no matter what you did, it was wrong, and if you questioned, you were wrong, it got so bad many wouldn’t make decisions. She would have a fit about that too, so as a leader you must have patience and be able to put yourself in the other persons position before lashing out with hurtful or demeaning comments!
    Those of you who don’t work at LBAC, say why do you stay ? I asked myself that everyday, I stay because there is hope at the end of this tunnel of Quigley & Peltier’s continued harrasement and city contract violations. It’s coming and no one can stop it, you see. Too many people are just wating for the investigator to call them in and talk. Many are afraid, but know that they must do the right thing here for everyone, including themselves. I can’t wait for my turn. I have been watching and documenting violations for the last 3 years. I have papers to document everything I will say. No matter how hard they try to discredit me(Q & P) no matter what they say, they can not deny my allegations. You see Quigley & Peltier, we are not as dumb as you thought, quietly and with patience we wait for our turn, and it will come. As God has said the “meek” shall inherit the earth. Please don’t confuse meek with weak!

    So here it is folks, to be considered a good supervisor you must...
    1) Set a good example-Quigley & Peltier, don't have a clue
    2)Be fair-Quigley & Peltier,not even close
    3)Be available & approachable-Quigley & Peltier,are you kidding me?!
    4)Intelligent-Quigley might be a bit too much-Peltier,not so much!
    5)Evaluations for employees-What's that? I haven't had one since 2004 (this is the forum to discuss issues and concerns with employees,Quigley, you should have had plenty of time for these evals, you had time for all the memo's you wrote
    6) compassionate, care about staff we aren't the enemy-Quigley you created the dividing line, and Peltier the only thing you are compassionate is yourself.

    If only your time was spent working while being paid to do so none of this would be happening. Instead you choose do do people like this. You all have obviosuly spend so much time not working and drumming things up not handleing business and it's all everyone elses fault. I have spent more time trying to get these nasty things removed that have individuals names on it because it's disgusting. The City is only interested in the "alleged" brutality and negelct not this gossip and personal hatred you have for each other.

    Just stop-Who said hate? No where in my comments did I state I hate people, on the contrary I love people, I like working with them, for them and of course the animals. The city might only be interested in the euthanasia incident, but there was all the behind the scenes stuff that lead up to it. Do you know that if management had listened to RVT on the day of the incident, it just might have been addressed and corrections made, but what did management do about it when she told them, they brought the same people in to do euthanasia the next day! Did a supervisor stay inside the room this time to eval the employee's animal handling? Nope, they went on their merry way, business as usual. And so there you have it, lack of concern for animals and the staff. I have no hatred for anyone that works there, however, I do take the blantant disregard for RVT, the officers assigned to euthanasia, both days and the cruel way this animal had to die! This isn't gossip my friend, it's the truth, so if the P.I. isn't inverested in that, then it won't be impartial, that's for sure. I would love to stop coming here and ruining your day! But until the City understands that there are people here who really care, and keep writing, they might just listen. If the city doesn't listen, then maybe someone of authority might come across these blogs or hear of them and do the right thing. Just stop, sorry you aren't going to get a rise out of me, I do have a job, thanks : )

    No matter how you feel about animal control, we should all realize that they are not the only problem. Irresponsible pet owners are a major source of problems for Long Beach (and everywhere else). Do you have any stories about the disastrous deeds of vile pet owners?     As an employee of Mental Health America of Long Beach, whose mission is to improve the quality of life of mentally ill residents in Long Beach, it gives me great motivation just knowing that other agencies in our community are willing to help us.

    One of our council members notified our office that a member of our community needed our services. Part of their issue included the care of about 70 cats, which they were housing in their two-bedroom apartment. The Long Beach Animal Control Center found new homes for the animals and instructed the original owners in proper cat care.

    As a result, a limited number of cats were reunited with their original owners. Kudos to Lt. Michelle Quigley and her assistant, Susana Delima, who were instrumental in finding a win/win solution.
